Tag Edit button should lead to the release page

Release notes

We have updated the edit tag workflow to navigate to the edit release. Previously, it led to a legacy tag edit page. Now users can more easily create or update the related release info including release notes and take advantage of other supported functionality such as webhooks for the new release.

• create new release page
• edit release page

depending on the existence of the release attached to this tag.
