Don't load merge requests in Web IDE for repositories with merge requests disabled

When the user opens the Web IDE for a repository where merge requests are disabled, the following errors are popping up:

Error fetching merge requests from master popping up as soon as the user opens the Web IDE
Error loading merge requests. Please try again popping up when the user opens the Branch / Merge request dropdown
