Add CI_REGISTRY_VISIBILITY variable for Auto DevOps

Problem to solve
Auto DevOps relies on CI_PROJECT_VISIBILITY to decide if a registry secret should be populated in the cluster. Public projects, however, can have private registries. In this case, Auto DevOps won't populate the registry secret and the deployment will fail.
Proposal
Add a variable CI_REGISTRY_VISIBILITY, analogous to CI_PROJECT_VISIBILITY, but specific to the registry.
