Notify engineer when altering sidekiq worker arguments

Proposal

• During the development and merging of this MR neither the author or reviewers were aware that there was a defined process for adding sidekiq arguments. This led to a multi-day, multi-engineer effort to rectify the situation.

There are a few potential ways we could avoid this in future:

• Create a danger rule that points engineers to the appropriate documentation when altering a sidekiq worker's arguments.

Check !87548 (closed) might be useful for implementation.
