GitLab for Jira Cloud app should default to .com during installation

Background

This issue is a follow up from: !86744 (comment 942554290)

Maybe we can save a step with that assumption by showing a Sign in to GitLab.com by default and below that we can add a link "I am using self-managed" which will toggle the input to the URL.

Basically this shows the second screen first, then if users are not on .com they need to do extra configuration. Saves 1 step for .com customers and isn't that much more complicated for self-managed.

Proposal

When installing the GitLab for Jira Cloud app, the current flow is:

  1. Select Gitlab version
  2. Sign into that version

Proposed version would be to assume that the majority of users are using GitLab.com and update the flow to:

  1. Sign into GitLab.com (or switch to self-managed)
