Auto Deploy template creates unwanted stages
Summary
The Deploy Auto DevOps template now creates pipelines with all stages (i.e., incremental rollout), where previously it would just create build and production. The variables to exclude the additional deploy stages (such as $REVIEW_DISABLED) are ignored and we're getting reports that this blocks deploys.
