Respect GITLAB_THROTTLE_USER_ALLOWLIST for Global Search rate limit

Problem to solve

The GITLAB_THROTTLE_USER_ALLOWLIST does not apply to the later-introduced Global Search rate limiting.

However, customer may want to exempt certain admins or trusted power-users from the limit.

Proposal

@terrichu suggested internally to integrate the users_allowlist option into check_rate_limit! calls. Relevant code locations are likely covered by: !49127 (diffs) & !80631 (diffs).

Intended users

Personas that are likely to rely most heavily on the GitLab global search.
