Support billable_members at the subgroup level

The billable_members API endpoint now supports querying at the subgroup level.
Problem to solve
The information returned by the billable_members endpoint contains a mix of what can be retrieved separately from projects and groups api endpoints, and thus is a convenient single call when seeking information about group and project hierarchy, membership and permissions levels. Filtering this to the subgroup level could help enterprises limit the number of API calls they must make.
Proposal
This feature request comes to us by way of a Premium SaaS customer with 8,554 seats. Offer the ability to query billable_members for any group (not just a top-level namespace).
Potential roadblocks:
- Today, the billable members api is updated once-per-day at midnight UTC, which may mean the information is not up-to-date enough for the use-case this particular customer has in mind.
