Test PostgreSQL Upgrade's impact on Geo

The next major GitLab release is 13.0 scheduled for May 2020, and with it will come the deprecation of PostgreSQL 9 and 10. 11 will become the minimum requirement.

We need to test our upgrade processes to confirm that Geo is not negatively impacted.
