Webhooks doesn't work (Failed to open TCP connection )

Summary

Hi, Ive tried to use the Webhook on my jenkin's machine (hosted on an EC2 instance) but I keep geeting this error message "Failed to open TCP connection to ip:8080 (Connection refused - connect(2) for "ip" port 8080)" The SSL is disabled.
