NPM Publishing the same package multiple times

I expect the section about uploading a package with the same version twice on the below npm_registry page is out of date. This page is marked as at Gitlab version 11.7. With some searching, I found an npm upload issue which appears to have been resolved at Gitlab 12.1: #12589 (closed). This issue has a comment which states that Gitlab will not allow multiple uploads of the same package version. Our team have been unable to upload the same package twice and see a 403 error when we attempt to do so.
