Follow-up from "Resolve "Visual design of edit and web ide button in blob view""

We merged a quick fix in !19932 (merged) to make the visual design of the blob header more appealing. Long term we should find another solution to make the actions in that space easier to understand and to not overload the user.

A couple of different options came up in a first exploration:

It might make sense to put the edit group at the end as that is cognitively easier to navigate to (as an additional consideration).
