Quick actions and keyboard shortcut interface

Problem

• Quick actions are not discoverable and it's really odd that you have to use the comment box to simply apply one or more quick actions.
• Keyboard shortcuts are not discoverable and it's a mental hurdle to try to memorize them all.
• The only way to edit the attributes of an issue/mr/epic is by clicking edit or using a keyboard shortcut.

Proposal

• Create a "quick actions/command" interface that can be activated via cmd + k.
• Contains all quick actions, keyboard shortcuts, and more as options.
