Backend: Surface the used custom variables for manual jobs and allow to retry the job with updated variables

Summary

Currently, when you run a manual job with additional variables, there's no way to view or update them when you're troubleshooting the job.

Offer the ability to update variables from the job page, and reuse the existing "trigger manual job" page form to surface the used variables.
