Problem description

Some of our users have reported that gitlab is hard to use for visually impaired users, when the user sets a high browser zoom factor (i.e. 500%)

When using such a high high zoom factor, gitlab UI's top menu and issue sticky header take up about a third of the screen height.

Affected users

Visually impaired users, who need high browser zoom factors

Proposed feature

Add a low margin theme with the following features:

• Top menu bar and sticky issue header are hidden by default
• Top menu bar and sticky issue header are shown, when the mouse is moved to the upper window border
