Exempt Bot Accounts from Email Notifications

Release notes

Email notifications to bot user accounts can now be customized to reduce undeliverable email counts to default bot email addresses and to control email notifications to customized bot email addresses.

Problem to solve

Some of our self-managed instance owners have reported that they are sending user base notification emails (via: GitLab > Admin Area > Email Notification (2) Select All (3) Send the email) to all users. After doing so, they receive undeliverable email notifications for the numerous bot users on the platform. Their use of bot users is prevalent across their user base so the number of undeliverable email notifications is proportionally high.
