Gitlab Security Dashboard documentation doesn't state required permissions for viewing Security Dashboards

Problem to solve

The security dashboard page does not state which that additional permissions are required to view security issues. This can cause frustration when implementing SAST in open-source projects in which the user has reporter, but not developer, maintainer , or owner permissions.

Proposal

Please explicitly mention on the security dashboard page that only certain roles can view the security dashboard and provide a link to the permissions page.
