Missing link "Email a new issue to this project" when there are no issues

As explained in the new issue by email documentation page, the correct way to find the email address to send new issues to is finding the link:

Email a new issue to this project

Unfortunately if the project has zero issues, this link is not visible. Only the buttons "New issue" and "Import CSV" are visible.

It would be nice if that link is also present in the "welcome" page of the issues list.
