Improve assigned projects section in edit view of project runners

Status update (2022-10-27)

Implementation is blocked due to the complexity in the current backend query. As such, we will need to re-think the approach. This will likely delay delivery to a future milestone.

Specific runners can be assigned to multiple projects. Filtering and selecting which projects are linked to a given runner is an important task for administrators. To improve the administrator experience, we have update the control to do this with a dynamic dropdown control that enhances the search.

What does success look like, and how can we measure that?

Success would be that administrators are able to edit runners faster to fix any problems they are facing. We'd have to compare the current experience to the new one to effectively measure that.
