Investigate logs api caching behaviour

Follow up from !18961 (comment 242072056)

The pods logs page uses reactive caching : calls to kubectl or elastic search to get logs are cached for up to 10 minutes. As a user, when debugging my application, I want to have near real-time results when refreshing the page.
