Steps to reproduce

GitLab Enterprise edition with an expiry date that will trigger the alert countdown message.

What is the current bug behavior?

Alert message is covered 90% by the navigation bar.

What is the expected correct behavior?

Should be able to see the full alert without anything hidden.

Possible fixes

CSS selectors (.gitlab-ee-license-banner.alert, .flash-container .gitlab-ee-license-banner.flash-notice, .flash-container .gitlab-ee-license-banner.flash-alert) changes to the position type and/or add margin-top?
