In Project Export/Import, `award_emoji` included only for Snippets

As mentioned by Heinrich, we Export/Import award_emoji (emoji reactions) only for Snippets, but not MRs, notes and other entities where they appear in UI.

Is it something we plan to make consistent?

  I think this is not ~backstage because it affects a user-facing feature (imports). Can you add a changelog entry please?

  Also, it might be worth creating a follow-up issue and pinging the ~"group::import" PM on the plans for award emoji. It seems weird that we're importing it for personal snippets but not for issues, MRs, notes, etc.. which I would think is more important. I guess we should either not export this anymore / export it for all.
