Pick urgency based on user expierence for Monitor:Respond endpoints

I'd suggest picking the urgency based on how users would experience the feature if the endpoint were to slow down: if 5s is acceptable, then let's just keep them there. If that would not be acceptable, then I think we're better off setting the urgency correctly based on user experience here.
