Add a Semi-Internal Level of visibility for Projects and Groups

Proposal

Presently, there are three levels of project and group visibility:

• private
• internal
• public

However many organizations operate with 3rd party contractors, that are technically external entities, but may be engaged on specific projects. In this case, it would be undesirable to allow complete internal access to the external 3rd party user.

I am proposing that we create an additional layer that allows named external users (i.e.: 3rd party contractors) access to specific internal projects.

The visibility would look like this:

• private
• internal
• <restricted internal for specifically named, seated users>
• public for public projects

As implied in the above, it's assumed that the specifically named external users would count as a seated for EE licensing purposes.
