Document the CI Namespace/Project Mirroring

As a follow up to: #351449 (closed)

We should add a page under: https://docs.gitlab.com/ee/development/database/multiple_databases.html to explains the current mechanism of mirroring Namespaces and Projects. Why we are doing it? and how we are monitoring the consistency of the tables?
