New audit events: Audit event retention period

Audit need
It is critical to understand when, who, and how the audit event retention setting was changed.
Proposal
Record an audit event whenever the audit event retention period changes. This should capture at a minimum:
- Timestamp
- User who caused the change
- The old setting
- The new setting
