Enable user creation of dashboard To-do list items

Problem to solve

Presently, there is no way to add new issues to the to-do list. Enabling users to add an item from the dashboard would allow TODOs that are not associated with issues.

This would enable a lightweight way for users to capture and track small tasks without having to use an external service. This is in line with our vision to be a single application for the the entire DevOps lifecycle.
