/applications API - update existing applications not available

Proposal

Currently, the /applications API [1] allows you to Create, Read, and Delete applications, but it does not allow you to update them.

There are scenarios in which updating an application would be necessary. For example, if the hostname for a service that requires GitLab OAuth changes, the Callback URLs in that GitLab application would have to be updated. This can be done manually through a browser, but not directly through the GitLab API.
