Container registry cleanup policies change copy "Expiration policy" to "Clean up policies"

Problem

In the container registry, we refer to the same feature in different ways.

Proposal

Be more consistent in the way we name cleanup policies, for example:

Current	Proposal
Enable container expiration caching	Enable cleanup policy caching
Enable container expiration and retention policies...	Enable cleanup policies..
Clean up image tags	Cleanup policies
Expiration policy is disabled	Cleanup is not scheduled

We could also look into other terminology. GitHub packages calls this feature "Automatic deletion".
