Problem to solve

As a release manager / infrastructure engineer(?), I want to see a summary of expected changes where I have to hit the "deploy" button to know what will happen once I start the "deploy" job.

Proposal

Show the MR widget for the Terraform plan on the environment page if the pipeline has a manual terraform apply job / deploy job waiting.
