Make notes confidential parameter no-op or remove it

We announced the deprecation of updating confidential attribute for notes with GraphQL and REST APIs in !83542 (merged).

To avoid breaking changes, we can make this parameter no-op and remove it from documentation.

If grape ignores unknown parameters, we can also just remove it.
