Inherited Pipeline minutes setting showing as unlimited instead of the global value

Summary

Pipeline Minutes Quota on a personal namespace in the admin panel, specifically has this wording:

Set the maximum number of pipeline minutes that a group can use on shared Runners per month. Set 0 for unlimited. Set empty to inherit the global setting of 2000.

However, when the setting is blank, it's showing as unlimited instead of inheriting the global setting.

  2. Check the pipeline usage quota page in the user Account Settings.
