Convert `Start the title with draft...` button into a checkbox

In several places in the UI, there are text-only buttons that basically appear as links, but in fact are buttons. Their appearance leads users to ignore them or misinterpret them as not providing the functionality they are meant to convey.

Supporting evidence

During the 'Create MR' workflow for the Q1FY23 Create stage benchmarking, users skipped over this text while looking for a button, or failed to realize that the text could act as a control. Instead of clicking, they read the text and then changed the title manually (sometimes changing it incorrectly and failing to trigger the intended functionality).

I think that's why I was really confused...I don't know where to indicate that this is a draft besides adding a comment. – S-12

I tend to gloss over or like gaze over things when they're written like this, because it looks like it is just trying to offer some information, like those little, like question marks you can hover over. – S-17
