Validate how users prefer to see the order of release items in the "filter by release" search (issues/merge requests list)

The following discussion from !18761 (merged) should be addressed:

Problem to Solve

  • The dropdown orders the release/tags by release date. It would make sense to order it alphabetically, like we do for author, assignee etc. Right now we sort the releases by Created on... based on the git-tag, but we know we will want to display upcoming, released, in progress releases that are not necessarily ordered alphabetically.

What makes more sense to users? How do we want to order/filter releases in the future?

This is a UX/Product enhancement. I suggest moving forward with this MR, since this enhancement is not a blocker and can be tackled in a different issue. FYI @ogolowinski
