Make it easier to see and adjust environment scoped CI/CD Variables from Environments page

Problem to solve

GitLab users who are managing multiple environments across applications under a single group-level Kubernetes cluster can't easily access and define Secrets for their environments at the Group Level or when viewing an Environment specifically.

Let's say I wanted to know and adjust Environment variables (for example the REPLICAS variable which is clearly displayed in the form of pod counts on the Group Cluster environments page) for each environment in my shared cluster were. I can't readily do that from a Group Level cluster page.
