Make delayed jobs start_in limit configurable

Problem to solve

In my job, we make automatic deploys via gitlab-ci for reviews. But sometimes a review can be delayed for days. If we configure cleanup jobs for stopping the reviews, the upper limit is 1 day. And that is not useful for us.

It would be great if we could configure the upper limit through the admin page.

Currently, the upper limit is hardcoded at https://gitlab.com/gitlab-org/gitlab-foss/blob/master/lib/gitlab/ci/config/entry/job.rb#L58
