Deleted Users still displaying in user counts on license page
Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.
Problem to solve
If a user is permanently deleted, it no longer shows up anywhere in the system, but user counts on the license page will still show a number that includes that deleted user; this is confusing when looking at the user management page, and the numbers are not consistent. Additionally, deleting a user permanently, I suspect, could result in ownership issues if they owned something which another user needs (this needs verifying as a real problem).

Solution
Don't delete users entirely, but keep a record of them for historical billing purposes and display them as a tab on the user management page next to blocked users.
