Offer GCP n1-standard-2 VM's on GitLab SaaS Linux Runners

Overview

Based on customer feedback, we hypothesize that offering various compute options for GitLab SaaS Runners will increase the monthly active users on GitLab SaaS Shared Runners. For the initial offering, we will add a GCP n1-standard-2 (2 vCPU, 7.5GB RAM VM) to the list of resource classes available on GitLab SaaS Runners on Linux

Proposal

• Create a new shared-runner-manager runners-manager-shared-premium for GitLab SaaS.
• Configure the runner manager to use GCP n1-standard-2 (2 vCPU, 7.5GB RAM VM) for CI workloads.)
