Display logging for Jira integration in the UI

Problem to solve
Similar to what we supply for webhooks in terms of logging, we should provide basic logging for requests to a users Jira Cloud or Jira Server instance when the Jira <> GitLab integration is in use.

Further details
Users and customers often have issues with Jira issues not including comments from GitLab. If these issues are not caused by a configuration problem it's difficult to see at a glance what the problem might be. Accessible logging would improve this.
Proposal
Users actively using the Jira Integration should be able to navigate to the integration settings page and be able to see a list of recent GET and POST requests to whichever Jira instance has been configured in the integration, whether this be Jira Server or Jira Cloud.
Permissions and Security
Permissions should not need to change as the only users needing access to this information should be those that already have access to configure the integration settings.
