Remove docs and provide removal notice of `re-request a review`

With the release of attention requests, the re-request a review feature is deprecated and replaced.

We need to:

  • Remove the docs with a note about attention requests (@aqualls)
  • Provide a removal notice in the 15.0 release (@phikai)
  • Remove the code no longer used (@iamphill or frontend)
