Add usage ping when installing Jupyter as a managed app

Problem to solve

As we would like to measure the success of all our features, we should measure their usage. This issue fulfils the missing measurement of Runbooks usage.

Proposal

• Add usage_ping event as we already have with Knative installs.
• Create the periscope view (ping @nagyv.gitlab to do it)
