User contributions events API endpoint be available for group owners in SaaS

Problem to solve

Currently, the Get user contribution events endpoint is only available for admin users to query and a regular user can only make this API call for users that have a public profile.

This came from a customer ticket:

• ZD Ticket(internal) which was merged into ZD Ticket(internal)

Proposal

Modify the endpoint mentioned above to be available for GitLab.com group owners so that they can query user contribution events for members in their group unconditionally i.e. even when the members have private profiles.
