Make the New Issue button a call-to-action throughout a project

Make the New Issue button be a call-to-action throughout a project's UI.

As a DevOps platform, we are differentiated by the fact that Plan and Create activities reside under a single interface. My experience has been that developers are more likely to create issues as they arise when they're provided ready access to project management capabilities. In the DoD, for example, developers might work from GitLab exclusively, while project managers work primarily from Jira. We want everyone to contribute to issues, not just PMs and BAs.

There are a couple New Issue calls to action in the UI, like for failed CI jobs, but I think this button should appear throughout a project's UI to enable all users to generate new issues on a whim. As a tech lead in the DoD prior to coming to GitLab, and a user of our product for many years prior, I've always wanted to see this. Curious to get others' thoughts on this as well.
