Add back button to policy page

Context

In the designs on the parent Epic (see &7147 (closed)) it looks like there should be a back button near the bottom of the screen. I do not see any way to go back other than by clicking the breadcrumb at the top of the page.

• Add a cancel button to policies page
• Add a back to step 1 button to the policy editor
