Ability to set refresh rate of Operations Dashboard page.

Problem to solve
The current Operations Dashboard page appears to have a rather long refresh rate. Sometimes the jobs its monitoring finish long before the page is updated. Being a dashboard it would be nice if it were a bit more frequently updated. Perhaps allow the user to specify the default refresh rate allowing for a more accurate progress view.
Proposal
Perhaps add a config button to the dashboard page that when clicked opens a panel or drop down giving the user the ability to set a different refresh rate. Or, add the ability to change the refresh rate in the user profile preferences (User Settings > Preferences > Behavior).
What does success look like, and how can we measure that?
Users have the ability to specify a refresh rate that allows the page to be a bit truer to life in terms of project pipeline status. A dashboard is only useful if the data is accurate.
