Show per project break up for shared runner usage in namespace usage quota

Problem to solve
#345795 (closed) proposes adding a tab to the usage quota page to show the Shared runner usage
data.
Currently, only the monthly consumption per namespace is available to show on the map. The per project break up for the shared runner usage is also an important data point for users to get visibility into to be able to make better decisions about their consumption.
Intended users
User experience goal
Users should get visibility into per project shared runner usage.
With regarding to displaying consistent data between
shared_runners_duration
andCI minutes
we could apply a filterWHERE amount_used > 0 OR shared_runners_duration > 0
. This way we will filter out projects where both values are0
Users should only be shown projects that have >0 shared runner usage to avoid adding noise to the page.
Proposal
- Add a chart to usage quota page>> shared runner usage to show per project break up of the shared runner duration consumption.
- Add the per project consumption data to the table that already exists at the bottom of the page.
