Prometheus CI installation activates/exposes service and serves GUI components

As part of GitLab-managed-apps v2, GitLab will provide a template for each application to be installed in cluster via CI.

Similar to the template provided for ingress, create a template which will allow installation of Prometheus.

Create an extension to the existing

job to create an artifact that lists what helm applications are installed.- Parse that artifact in GitLab in order to update the list of applications installed for that cluster.

Permissions and Security
Installation of the application will rely on setup of the cluster management project, which the cluster admin would have setup in advance.
What does success look like, and how can we measure that?
Similar to how other cluster apps are tracked in usage data installing through the CI process should increase the relevant counter as well.
