[Internal] Attention Requests communication plan
In order to facilitate a successful internal rollout of attention requests which will impact the code review process we need a multi-modal communication plan that informs across the organization.

Proposed Message:
Over the %14.10 milestone the Code Review group will be globally enabling the new attention requests feature for GitLab.com. With the introduction of this feature we're also rolling out new code review guidelines to support this adoption and process within GitLab. Feedback regarding changes to the code review guidelines can be added to this issue. Questions, comments and concerns regarding the feature can be reported to our feedback issue.

As previously mentioned, we're beginning the rollout of attention requests on GitLab.com. This has been globally enabled as of <INSERT DATE/TIME>.
As part of this change, we've introduced new code review guidelines to leverage this feature. Feedback regarding changes to the code review guidelines can be added to this issue. Questions, comments and concerns regarding the feature can be reported to our feedback issue.
