Link to Licence Compliance page should not be displayed yet

Summary

In the GitLab 12.4 release, the link to License Compliance page is shown for self-hosted GitLab whereas the feature is not yet available.

Steps to reproduce

Select "Security & Compliance" : "License Compliance" in on a 12.4 self-hosted system with Ultimate License enabled.

What is the current bug behavior?

The link to the License Compliance page is shown and page is empty.

What is the expected correct behavior?

The link to the License Compliance page is hidden until #13582 (closed) is completed.
