Upgrade the group repo storage quota to 5GB for JiHus' Premium and Ultimate editions

Problem to solve

Migrate GitLab.com SaaS Paid users to jihulab.com, found that storage quota in GitLab.com is 5GB but Jihulab.com is 2GB. It causes users to pay for additional storage quota when they migrate, which is not in line with the migration strategy.

Solution

Independent settings of storage quota for Premium and Ultimate.

following changes are included:

1. independent configuration of storage limit for different versions of quota.
2. the storage quota between the different versions have the following relationship: free ≤ Premium ≤ Ultimate.

Storage value default setting

1. Free: The storage quota is 2GB.
2. Premium: The storage quota is 5GB
3. Ultimate: The storage quota is 5GB
